the upload file link for the web applet to upload stuff seems to have disappeared, but maybe i'm just imagining things since everything's been reorganized to be on the left. is it possible it came from the

It is normally in the downloads section, then there is an upload link. I added the stats box, which is kinda redundant. Do you want it higher up on the left side?
